Circle Lake Improvement District (CLID)

2018 and early 2019 was an exciting time for the formation of the Lake Improvement District (LID). After much work, and coordination with the Rice County Government Offices, we are happy to report that the LID was unanimously approved by the Rice County Commissioner in January of 2019!

Through this time frame, the Circle Lake Association Board has built the framework of establishing the LID bylaws, worked and coordinated with Rice County Administration, the Minnesota DNR and the Cannon River Watershed Partnership, and also addressed LID questions with concerned lake residents. Numerous information sessions were conducted in conjunction of question/answer discussions. This has been a lengthy process, but ultimately we have the confidence that we have built a good foundation to begin the next steps of executing the duties and responsibilities of the LID.

Your LID has an appointed Board of Directors. Serving on this initial Board are the following: Mandi Morrisey, Dean Sunderlin, Cheryl Bahnsen, Jeff Jirik, Keith Kluzak, Brian Panettiere, Dale Petelinsik.

As a newly established LID Board, we will be advising and posting an “open to the public” meeting time and date, whereby we will be conducting LID business in due course. We will also be advising of the LID annual meeting whereby an agenda of proposed projects, budget approvals, Board seats, general business items, and business items brought to the attention of the LID Board will be addressed. Please feel free to join us at these meetings to participate in the decision making process to prioritize lake projects, assign budgets, or to perhaps participate in working committees that may come up.

As with any major project or undertaking, there are many of your neighbors and friends that have worked diligently to assist in getting our LID approved. There will continue to be much work ahead. Many things were learned as we endeavored through this process, but the biggest thing we learned was how much everyone we met with truly cares about Circle Lake and the watershed that feeds it. We are proud of what we have accomplished, and are grateful for the helping hand so many of you have lent.
